关(guan)于(yu)继续(xu)大力实施(shi)(shi)消费帮扶(fu)巩固拓展脱(tuo)贫攻坚成(cheng)果的(de)实施(shi)(shi)意见

为深入贯彻落实国家发(fa)展改革委、中央农(nong)办(ban)等(deng)30部(bu)委印发的《关于继续大力(li)实施消费帮扶巩固拓(tuo)展脱(tuo)贫(pin)攻坚成果的指导意见》(发改(gai)振兴﹝2021640号)精神,继续大(da)力实施消费帮扶,建立健(jian)全消费帮扶长(zhang)效(xiao)机制,推动实现(xian)巩(gong)固拓展脱贫攻坚成果同乡村振兴有效(xiao)衔接,结(jie)合我省(sheng)实际,提出如下实施意(yi)见。

一、指导思想

以习(xi)近平新(xin)时代中(zhong)国特色(se)社会主(zhu)义思想为指导(dao),全面(mian)贯彻党的十九(jiu)大(da)和(he)十九(jiu)届二中(zhong)、三(san)中(zhong)、四中(zhong)、五中(zhong)全会精神,紧紧围绕巩(gong)固(gu)拓展(zhan)(zhan)脱贫攻坚成果同乡村振(zhen)兴有效衔接(jie),立(li)足新(xin)发(fa)(fa)展(zhan)(zhan)阶段,贯彻新(xin)发(fa)(fa)展(zhan)(zhan)理念,构(gou)建新(xin)发(fa)(fa)展(zhan)(zhan)格局,聚焦全省62个脱(tuo)(tuo)贫(pin)县和(he)脱(tuo)(tuo)贫(pin)人口(kou),继续(xu)大力(li)实施消(xiao)费帮(bang)扶(fu)(fu),持续(xu)促进(jin)脱(tuo)(tuo)贫(pin)地区产品和(he)服务消(xiao)费,推动形成(cheng)以市场(chang)机制为主导,政府、市场(chang)、社会协同推进(jin)的(de)消(xiao)费帮(bang)扶(fu)(fu)可(ke)持续(xu)发展新模式,有效带(dai)动脱(tuo)(tuo)贫(pin)人口(kou)和(he)农村低收入人口(kou)增收致富,进(jin)一步促进(jin)特色产业提质(zhi)增效,为巩(gong)固拓展脱(tuo)(tuo)贫(pin)攻(gong)坚成(cheng)果提供重要(yao)支(zhi)撑。

二、基本原(yuan)则

(一)聚(ju)焦重(zhong)点(dian)、统筹兼顾。以脱(tuo)贫(pin)地(di)(di)区和(he)(he)脱(tuo)贫(pin)人口(kou)(kou)为重(zhong)点(dian),聚(ju)焦乡村(cun)振兴重(zhong)点(dian)帮扶县等巩固脱(tuo)贫(pin)攻坚成果任务较重(zhong)地(di)(di)区,兼顾其他(ta)欠发达地(di)(di)区和(he)(he)农村(cun)低收入人口(kou)(kou),打通消(xiao)费、流通、生产(chan)各环节痛点(dian)难点(dian)堵点(dian),分级分层协调解决农产(chan)品(pin)卖(mai)难问(wen)题(ti)。

(二)政府引导、市场(chang)主导。继续(xu)发(fa)挥各级政府引导作用,建立健全体制(zhi)(zhi)机制(zhi)(zhi),强化政策落(luo)(luo)地落(luo)(luo)实。进(jin)一步突出市场(chang)导向,发(fa)挥市场(chang)机制(zhi)(zhi)作用,持续(xu)提(ti)升市场(chang)参与(yu)度(du),推动形成消(xiao)费帮扶“人人皆可为(wei)、人人皆愿(yuan)为(wei)、人人皆能(neng)为(wei)”的(de)全社会参(can)与(yu)格局。

(三)创新方式、共享(xiang)共赢。积极推广定向(xiang)采(cai)购、以(yi)购代捐、以(yi)买代帮(bang)、助农集市、直播带货等帮(bang)扶方式,不断探(tan)索消费帮(bang)扶新业态新模(mo)式。完善利益(yi)联结(jie)机制,促进帮(bang)扶对象稳定增(zeng)收致富,切实(shi)维护消费者权益(yi),实(shi)现生产端消费端互(hu)利共赢。

(四)强化(hua)监管、逐步(bu)(bu)规范。进一步(bu)(bu)规范市场主(zhu)体行(xing)为(wei),完(wan)善市场准入,促进公平竞(jing)争,坚决打(da)击扰(rao)乱市场秩序的违法(fa)行(xing)为(wei),构(gou)建政(zheng)府监管、行(xing)业(ye)自律、企业(ye)自治(zhi)、社会监督相(xiang)结合(he)的共(gong)同治(zhi)理(li)机制,推(tui)动消费帮扶(fu)规范、有序、可持续(xu)发(fa)展。

三、持续扩大产品和服(fu)务(wu)消费

(一)强化定向采(cai)购帮(bang)(bang)扶(fu)。继(ji)续把消费帮(bang)(bang)扶(fu)作为(wei)各级预算单位(wei)定点(dian)帮(bang)(bang)扶(fu)重(zhong)要内容,各级机关(guan)、国有企事业单位(wei)等在同等条件下优先(xian)采(cai)购脱贫地区产(chan)品,鼓励帮(bang)(bang)扶(fu)单位(wei)、帮(bang)(bang)扶(fu)责(ze)任人带头(tou)消费帮(bang)(bang)扶(fu)对象产(chan)品,继(ji)续组织(zhi)开展特(te)色农副(fu)产(chan)品进(jin)机关(guan)、进(jin)学校、进(jin)医(yi)院(yuan)、进(jin)金融机构等活动,鼓励食(shi)堂(tang)、内部商超等签订(ding)直(zhi)供直(zhi)销和(he)长期供货合同。各级预算单位(wei)按照全年食(shi)堂(tang)食(shi)材采(cai)购额以不(bu)低(di)于10%的预留比例在“832平台”填(tian)报(bao)预留份额并采(cai)购脱(tuo)贫地区农副产品,鼓励各级预算单位(wei)工(gong)会(hui)组织通过“832”平台采购工(gong)会(hui)(hui)福利(li)、慰问品等。各(ge)级工(gong)会(hui)(hui)倡导广(guang)大职(zhi)工(gong)会(hui)(hui)员(yuan)积(ji)极消(xiao)费脱贫地(di)区(qu)产品和服务,引(yin)导职(zhi)工(gong)到美丽乡村、新农(nong)村旅游景点(dian)、脱贫地(di)区(qu)等参观游览、体验生活、积(ji)极消(xiao)费。深化拓(tuo)展军队副(fu)食(shi)品区(qu)域集中(zhong)筹措(cuo)试点(dian),推进部队优先采购脱贫地(di)区(qu)农(nong)副(fu)产品。(各(ge)市财政(zheng)、教育(yu)、卫生健康(kang)、乡村振兴、总工(gong)会(hui)(hui)、国资委(wei)等部门及军分区(qu)政(zheng)治工(gong)作处,各(ge)省属企业具体负责)

(二(er))加强区(qu)域协作帮扶。做(zuo)好消费帮扶重(zhong)点产(chan)品(pin)认定(ding)。各市(shi)要排查具(ju)有(you)独立法人资格带动效(xiao)果好的企(qi)业、合作社(she)等市(shi)场主(zhu)体,建立带动企(qi)业名单,并(bing)按照自(zi)愿原则和消费帮扶产(chan)品(pin)认定(ding)要求(qiu),查漏补缺,引(yin)导符合认定(ding)条件的市(shi)场主(zhu)体积极申报(bao)认定(ding)消费帮扶重(zhong)点产(chan)品(pin),合力推动消费帮扶专(zhuan)柜、专(zhuan)馆、专(zhuan)区(qu)“三专(zhuan)(zhuan)(zhuan)(zhuan)(zhuan)”建(jian)(jian)(jian)设(she)(she)。一是(shi)专(zhuan)(zhuan)(zhuan)(zhuan)(zhuan)柜建(jian)(jian)(jian)设(she)(she)。各(ge)(ge)市(shi)(shi)(shi)(shi)要主(zhu)动对接(jie)(jie),自主(zhu)选(xuan)定(ding)(ding)建(jian)(jian)(jian)设(she)(she)运营企(qi)业(ye)(ye)(ye),选(xuan)择企(qi)业(ye)(ye)(ye)时(shi)要突出有实(shi)力(li)、有爱心、有资(zi)质、讲诚信,可(ke)以(yi)是(shi)正在(zai)全(quan)国(guo)建(jian)(jian)(jian)设(she)(she)运营消(xiao)费(fei)(fei)帮(bang)(bang)扶(fu)专(zhuan)(zhuan)(zhuan)(zhuan)(zhuan)柜的已(yi)备案企(qi)业(ye)(ye)(ye),也可(ke)以(yi)是(shi)致力(li)于(yu)消(xiao)费(fei)(fei)帮(bang)(bang)扶(fu)工(gong)作(zuo)且符合(he)国(guo)家(jia)要求(qiu)的其他爱心企(qi)业(ye)(ye)(ye)。各(ge)(ge)市(shi)(shi)(shi)(shi)确定(ding)(ding)企(qi)业(ye)(ye)(ye)后,要及时(shi)上报省乡村振(zhen)兴(xing)(xing)局(ju),省乡村振(zhen)兴(xing)(xing)局(ju)将(jiang)呈报国(guo)家(jia)办(ban)理备案及数据(ju)连接(jie)(jie)等(deng)有关事宜。二是(shi)专(zhuan)(zhuan)(zhuan)(zhuan)(zhuan)馆(guan)(guan)建(jian)(jian)(jian)设(she)(she)。各(ge)(ge)市(shi)(shi)(shi)(shi)要组织市(shi)(shi)(shi)(shi)县(xian)两(liang)(liang)级同时(shi)开展(zhan)(zhan)线上馆(guan)(guan)与线下(xia)馆(guan)(guan)、企(qi)业(ye)(ye)(ye)馆(guan)(guan)与地(di)(di)(di)方馆(guan)(guan)建(jian)(jian)(jian)设(she)(she),推动已(yi)认(ren)定(ding)(ding)帮(bang)(bang)扶(fu)产(chan)(chan)(chan)(chan)品(pin)(pin)(pin)(pin)在(zai)消(xiao)费(fei)(fei)帮(bang)(bang)扶(fu)专(zhuan)(zhuan)(zhuan)(zhuan)(zhuan)馆(guan)(guan)充分(fen)展(zhan)(zhan)示(shi)、推介(jie)、销(xiao)售。三是(shi)专(zhuan)(zhuan)(zhuan)(zhuan)(zhuan)区(qu)(qu)建(jian)(jian)(jian)设(she)(she)。加(jia)(jia)大消(xiao)费(fei)(fei)帮(bang)(bang)扶(fu)专(zhuan)(zhuan)(zhuan)(zhuan)(zhuan)区(qu)(qu)建(jian)(jian)(jian)设(she)(she),动员引(yin)导(dao)大中(zhong)(zhong)型商超、农(nong)(nong)贸(mao)市(shi)(shi)(shi)(shi)场设(she)(she)立消(xiao)费(fei)(fei)帮(bang)(bang)扶(fu)专(zhuan)(zhuan)(zhuan)(zhuan)(zhuan)区(qu)(qu),用于(yu)销(xiao)售已(yi)认(ren)定(ding)(ding)消(xiao)费(fei)(fei)帮(bang)(bang)扶(fu)产(chan)(chan)(chan)(chan)品(pin)(pin)(pin)(pin)和(he)脱贫地(di)(di)(di)区(qu)(qu)农(nong)(nong)副产(chan)(chan)(chan)(chan)品(pin)(pin)(pin)(pin)。各(ge)(ge)市(shi)(shi)(shi)(shi)县(xian)要主(zhu)动对接(jie)(jie)京津两(liang)(liang)市(shi)(shi)(shi)(shi)农(nong)(nong)产(chan)(chan)(chan)(chan)品(pin)(pin)(pin)(pin)需求(qiu),加(jia)(jia)快调整优(you)化农(nong)(nong)业(ye)(ye)(ye)产(chan)(chan)(chan)(chan)业(ye)(ye)(ye)结构,推进产(chan)(chan)(chan)(chan)地(di)(di)(di)农(nong)(nong)产(chan)(chan)(chan)(chan)品(pin)(pin)(pin)(pin)分(fen)级、包装、追溯标准化。加(jia)(jia)速张(zhang)家(jia)口冬奥会场馆(guan)(guan)河(he)北农(nong)(nong)品(pin)(pin)(pin)(pin)展(zhan)(zhan)示(shi)展(zhan)(zhan)销(xiao)馆(guan)(guan)建(jian)(jian)(jian)设(she)(she),加(jia)(jia)快推进承德市(shi)(shi)(shi)(shi)农(nong)(nong)产(chan)(chan)(chan)(chan)品(pin)(pin)(pin)(pin)冷链(lian)物(wu)流产(chan)(chan)(chan)(chan)业(ye)(ye)(ye)园、张(zhang)家(jia)口新合(he)作(zuo)农(nong)(nong)产(chan)(chan)(chan)(chan)品(pin)(pin)(pin)(pin)市(shi)(shi)(shi)(shi)场冷链(lian)和(he)中(zhong)(zhong)央厨房等(deng)项目落(luo)(luo)实(shi)落(luo)(luo)地(di)(di)(di),将(jiang)脱贫地(di)(di)(di)区(qu)(qu)农(nong)(nong)副产(chan)(chan)(chan)(chan)品(pin)(pin)(pin)(pin),融入(ru)“环(huan)京津一小时(shi)鲜活农(nong)(nong)产(chan)(chan)(chan)(chan)品(pin)(pin)(pin)(pin)流通圈”。各(ge)(ge)地(di)(di)(di)区(qu)(qu)间要强化区(qu)(qu)域互助(zhu)合(he)作(zuo),围绕(rao)各(ge)(ge)自特色资(zi)源(yuan)禀赋和(he)产(chan)(chan)(chan)(chan)品(pin)(pin)(pin)(pin)比较(jiao)优(you)势,加(jia)(jia)快形成互助(zhu)消(xiao)费(fei)(fei)良好(hao)格(ge)局(ju)。(各(ge)(ge)市(shi)(shi)(shi)(shi)乡村振(zhen)兴(xing)(xing)、发展(zhan)(zhan)改革、财政、农(nong)(nong)业(ye)(ye)(ye)农(nong)(nong)村、商务、供销(xiao)社等(deng)部(bu)门,相关市(shi)(shi)(shi)(shi)县(xian)具体(ti)负责)

(三(san))鼓励社会力(li)量(liang)参与帮(bang)扶(fu)。鼓励支(zhi)持(chi)各级工商联组织(zhi)实施“万企(qi)帮(bang)万村”行动(dong),动(dong)员(yuan)有意愿的民营(ying)企(qi)业、商会(hui)等到(dao)脱贫村开展(zhan)消(xiao)费(fei)帮(bang)扶对接,采(cai)取“以购代捐”、消(xiao)费(fei)帮(bang)扶产(chan)品展(zhan)销会(hui)等“线上+线(xian)下(xia)”形(xing)式(shi)集中采购(gou)帮扶(fu)重(zhong)点(dian)产(chan)(chan)品。积极组(zu)(zu)(zu)织电商(shang)帮扶(fu)培训,拓宽销售(shou)渠(qu)道(dao)(dao),鼓励(li)基金会(hui)(hui)等(deng)慈善组(zu)(zu)(zu)织挖掘(jue)自身潜力,通过(guo)发(fa)起公(gong)益项目(mu)、直接采购(gou)等(deng)形(xing)式(shi)支持(chi)(chi)消(xiao)费(fei)(fei)帮扶(fu)活(huo)动(dong)。鼓励(li)引导(dao)各级共青(qing)(qing)团(tuan)(tuan)组(zu)(zu)(zu)织、青(qing)(qing)联(lian)(lian)委(wei)员(yuan)、青(qing)(qing)企(qi)协会(hui)(hui)员(yuan)积极购(gou)买(mai)(mai)帮扶(fu)产(chan)(chan)品,依(yi)托(tuo)“创(chuang)青(qing)(qing)春”省级大(da)赛,设立乡(xiang)(xiang)村振(zhen)(zhen)兴项目(mu)专区(qu),搭建展示平(ping)台,向京津冀青(qing)(qing)联(lian)(lian)扶(fu)贫(pin)(pin)助销联(lian)(lian)盟(meng)成员(yuan)推(tui)(tui)介(jie)河北(bei)脱(tuo)贫(pin)(pin)地(di)(di)(di)(di)区(qu)产(chan)(chan)品。开展帮扶(fu)产(chan)(chan)品推(tui)(tui)介(jie)活(huo)动(dong),举(ju)办河北(bei)青(qing)(qing)年短视(shi)频(pin)创(chuang)新创(chuang)业(ye)大(da)赛,培育(yu)优(you)秀(xiu)网红,搭建网络销售(shou)渠(qu)道(dao)(dao)。进(jin)一步动(dong)员(yuan)妇女(nv)组(zu)(zu)(zu)织力量参(can)(can)与(yu)消(xiao)费(fei)(fei)帮扶(fu),发(fa)动(dong)女(nv)企(qi)业(ye)家协会(hui)(hui)、三(san)八红旗手协会(hui)(hui)等(deng)社会(hui)(hui)组(zu)(zu)(zu)织力量、动(dong)员(yuan)爱(ai)心女(nv)企(qi)业(ye)家参(can)(can)与(yu)消(xiao)费(fei)(fei)帮扶(fu)。鼓励(li)各地(di)(di)(di)(di)在组(zu)(zu)(zu)织发(fa)放市民(min)消(xiao)费(fei)(fei)券时(shi)引导(dao)市民(min)优(you)先购(gou)买(mai)(mai)脱(tuo)贫(pin)(pin)地(di)(di)(di)(di)区(qu)消(xiao)费(fei)(fei)帮扶(fu)重(zhong)点(dian)产(chan)(chan)品。动(dong)员(yuan)金融机(ji)构、各类商(shang)超、电商(shang)平(ping)台等(deng)创(chuang)新会(hui)(hui)员(yuan)激励(li)机(ji)制,探(tan)索通过(guo)“积分换购(gou)”“满(man)赠满(man)减(jian)”等(deng)方式(shi)引导(dao)社会(hui)(hui)力量持(chi)(chi)续扩大(da)脱(tuo)贫(pin)(pin)地(di)(di)(di)(di)区(qu)产(chan)(chan)品和服务(wu)消(xiao)费(fei)(fei)。(各市工商(shang)联(lian)(lian)、发(fa)展改革、乡(xiang)(xiang)村振(zhen)(zhen)兴、工业(ye)和信息化、农业(ye)农村、商(shang)务(wu)、民(min)政、共青(qing)(qing)团(tuan)(tuan)、妇联(lian)(lian)等(deng)部门具(ju)体(ti)负(fu)责)

四、加快完善物流和销售体系
